About Paul

Paul brings a proven track record of working with national, regional, and local health payors to define and successfully deliver initiatives by drawing on strategy development and broad health plan operational expertise, enabling clients to accelerate performance improvement.

Throughout his career, Paul has:

• Led the corporate strategy effort for a large vision insurance company to define measurable strategic objectives over a five-year horizon and the corresponding strategic initiatives that would be required. He was subsequently asked by the CEO and board to lead the execution of the top-priority initiative focused on improving integration across all business units.
• Led a cross-functional team to resolve major Medicare Advantage billing issues for a leading U.S. health insurance agency, serving as interim Medicare compliance officer and liaising with the Centers for Medicare and Medicaid Services (CMS). The team successfully avoided sanctions, minimized impact to Medicare beneficiaries, and was subsequently engaged to lead a program to replatform the Medicare line of business, leading to improved compliance and operating efficiency.
• Led a credentialing operational improvement initiative for a large national health plan to address performance and quality issues stemming from integrated workflow with an external outsourcing vendor. Based on the success of the effort, the client canceled plans to terminate the outsourcing contract, engaged Paul to transition all state health plans to the new outsourcing model, and eventually acquired the credentialing vendor outright.
• Led an administrative cost reduction initiative for a provider-sponsored health plan, resulting in the definition of an inventory of initiatives that delivered more than $30 million in savings over a three-year road map.
• Assisted a benefit management client with the design and launch of a new post-acute care management product. He introduced the institution to another client with complementary capabilities to form a bundled payments joint venture and led the implementation of the first five hospital clients.

Prior to joining Huron, Paul co-founded an artificial intelligence-based software company and served as division president of operational excellence for Healogics, a wound care company. Previously, Paul served as president and CEO for 18 years at a healthcare consulting company he founded called Lichlyter Consulting Inc. He also held the role of partner at Accenture.

Paul earned a Bachelor of Science from Mississippi State University and was selected as a Distinguished Engineering Fellow in 2016.
